“If there’s one single thing to really agree with P-Noy’s first State of the Nation Address (SONA) in Congress, it is his statement making the Whistleblower Protection Bill a priority legislative measure.”
Thus declared Bayan Muna Rep. Teddy Casiño, whose first bill filed in the 15th Congress is House Bill 132 titled An Act Providing for Protection, Security and Benefits off Whistleblowers and for Other Purposes or the Whistleblower Act of 2010.

Bayan Muna Rep. Teddy Casiño today called on the government to go slow on one major proposal mentioned by Pres. Benigno Aquino III in his first State of the Nation Address (SONA) in Congress.
“Pres. Aquino has put forth a policy statement that Public-Private Partnerships (PPPs) will be the foundation for national development. I am bothered that he has placed PPPs on a pedestal that will determine a wide range of government efforts, from the building of agricultural facilities, roads and bridges; the development of our Navy, and the funding for reforms in education, health and other social services. The way he said it in his SONA, it appears he considers PPPs as a cure-all for the problematic delivery of social services and infrastructure improvement left by the Macapagal-Arroyo administration. This is dangerous,” Casiño said.

Casiño attends SONA in politically-charged designer barong

After boycotting the State of the Nation Adress (SONA) for the last five years, Bayan Muna Rep. Teddy Casiño will attend this year's SONA in style - clad in an Edgar San Diego Barong Tagalog.
"Since this is Pres. Noynoy Aquino’s first SONA, it is important to be dressed properly for the occasion," the Bayan Muna activist-solon said.
Casiño
will be wearing a tuxedo-inspired barong using a native weave from La
Union province. Here's the twist - prominently displayed at the front
of the barong, embroidered on a red airbrushed background, is a logo of
the "Stop the Killings in the Philippines" campaign.

Aquino should immediately investigate budgetary allocations and expenses for expensive presidential trips and dinners abroad, the inordinate expense for rice importation while scrimping on budgetary support for rice farmers, overspending in public works such as the Macapagal Boulevard, bridges that led to nowhere, the splurging of disaster funds for Arroyo’s district in Pampanga, overstaffing of executive positions earning lucrative salaries and other graft ridden expenditures of the budget for the nine years of the Arroyo administration.

Bayan Muna Rep. Teddy Casiño today criticized the Bureau of Internal Revenue (BIR) for “again targeting the poorest sectors of society for more taxes instead of concentrating on getting the big-time tax cheats.”
“It is downright anti-poor for the BIR to propose imposing new taxes on pedicab and tricycle drivers, market vendors, even sari-sari stores. This should never be the BIR’s priority. They should continue and broaden their efforts to go after big-time tax evaders."
