Bayan Muna Rep. Teddy Casiño today declared that the hostage crisis fiasco “aside from a rude wake up call to government, is a clear eye opener on how the Philippine National Police is definitely ill-prepared for crisis situations beyond its contests and dry runs that are all for show.”
“Firstly, the PNP officials and operatives on the ground practically violated its own Manual on Operational Procedures (PNPM-DO-DS-3-1) it updated on March 2010. It violated the following sections of Rule 26 on Hostage Situation/Barricaded Situations to wit:

Charge Gloria Arroyo for unliquidated cash advances
Bayan Muna to Ombudsman:
Reacting to reports on unliquidated cash advances by the different government agencies of the last administration, Bayan Muna Rep. Neri J. Colmenares said yesterday that the Ombudsman should charge Gloria Arroyo and her cabinet members like Norberto Gozales for failure to liquidate funds. “In the Commission on Audit 2009 Report, the Office of the President has yet to liquidate more than P405M. If Arroyo and her cabinet members has, as of today, failed to liquidate their advances, they violated the Revised Penal Code and the Ombudsman should do her job and take immediate action on this issue, if she is really intent in prosecuting all public officials fairly ” Colmenares said. According to Art. 218 of the Revised Penal Code, public officials who vacate their office are required to liquidate all public funds in their custody within two months after their separation from office by resignation or any other cause. The Ombudsman should have charged the former president for violation of the Rules and Regulations regarding liquidation of cash advances or the COA Circular 97-002 a long time ago,” Colmenares said.

Bayan Muna Pushes Gov’t to adopt a Human Rights Agenda
Bayan Muna urged the Aquino administration to adopt a Human Rights Agenda that will address the dismal human rights condition in the country today. In his privilege speech, Bayan Muna Rep. Neri Javier Colmenares reminded the administration of the importance of a Human Rights Agenda especially in a country that has become notorious for unsolved human rights violation cases.
Colmenares called for the immediate release of the 43 health workers or the Morong 43, who were illegally arrested and detained for almost half a year now. Around 200 families and supporters of the Morong 43 were also at the plenary session.

Congress to probe ERC's adoption of price-setting method making power rate hikes more frequent
In the face of impending rate hikes
In an effort to prevent the impending series of rate hikes by power producers and distributors, Bayan Muna Rep. Teddy Casiño has filed a resolution in Congress probing the Energy Regulatory Commission's (ERC) adoption of the Performance-Based Regulation (PBR) methodology that "clearly favors the upward adjustment of electricity rates by both public and private power distributors to the detriment of the public.”
House Resolution 191 authored by Casiño and fellow Bayan Muna Rep. Neri Colmenares seeks an investigation by the House Committee on Energy on the August 2007 ERC decision to adopt the Manila Electric Company's (Meralco) proposal to set rates using the PBR methodology that has resulted in more frequent hikes in electricity rates.

Mr. Speaker, my distinguished colleagues.
At the opening session of the 15th Congress last week, Bayan Muna and the other partylist organizations comprising the progressive party list bloc – Gabriela Women's Party, Anakpawis, Kabataan, and Act Teachers Party – voted with the majority in electing Congressman Feliciano Belmonte as Speaker of the House.
Marami ho ang nagtatanong. Ngayong nasa mayorya kami, kami ba daw ay mananahimik na? Pipigilan ba daw namin ang sarili sa pag-kwestyon sa mga disisyon at legislative agenda ng administrasyon at ng liderato ng Kamara? Magbabago na daw ba ang aming papel bilang mga kritiko ng status quo at ng gobyernong nagtataguyod nito?
