Noong Lunes lamang ay nagtalumpati ako sa Kamarang ito ukol sa isa sa pinakamalaking proyekto ng Administrasyong Aquino sa ilalim ng sistemang Public-Private Partnership (PPP) – ang P124.9B Laguna Lakeshore Expressway Dike (LLED) -- at sa maaring idulot nitong peligro sa ating mga mamamayan, lalu-lalo na sa mga nakatira sa paligid ng Lawa at mga kalapit nitong mga lugar.

Ngayong hapon, ako’y muling tumitindig sa aking personal at kolektibong pribilehiyo upang idulog sa inyo ang isa na namang panibagong proyektong PPP na mukhang maganda sa umpisa, ngunit lumalabas na talo na naman ang taumbayan sa huli.

Ginoong Speaker, nitong mga nakaraang linggo, ako po ay dumalaw sa mga maliliit na komunidad ng mga mangingisdang naninirahan sa baybayin ng Laguna de Bay, sa mga bayan ng Binan, Taguig, Santa Rosa at San Pedro, upang personal na makita ang kanilag kalagayan at mapakinggan ang kanilang mga hinaing.

Ang mga komunidad na ito ay kasalukuyang nanganganib na mapalayas sa kanilang mga tahanan at sa kanilang pangunahing pinagkukunan ng ikinabubuhay upang bigyang daan ang pagpapagawa ng isa sa pinakamalaking public-private partnership project ng Pamahalaang Aquino: Ang Laguna Lakeshore Expressway Dike (LLED) or mas kilalang “Mega Dike” sa Lawa ng Laguna.

The Makabayan bloc recognizes the courageous struggle of the Moro people for the right to national self-determination. This struggle is rooted in the centuries-long and ongoing oppression and exploitation of the Filipino people including the Bangsamoro and other indigenous peoples by the colonial and neocolonial powers and the local ruling elite. This struggle forms an important part of the Filipino people’s struggle against foreign and local ruling class domination and enslavement towards genuine independence and democracy.

The history of Philippine elections has been marred by rampant fraud and violence that has gravely endangered the sanctity of the ballot and ultimately, our democracy. Other than vote buying and terrorism, elections were marred by massive cheating and other electoral fraud in the counting and canvassing of votes. The elections in the 1990s saw a shift from cheating in the precinct level to vote shaving in the canvassing level through ‘dagdag-bawas’ where votes in the thousands and even millions were manipulated to distort election results.

Mr. Speaker, my dear colleagues, five days before the state and apostolic visit of our Holiness Pope Francis, several political prisoners in Camp Bagong Diwa started a fasting and hunger strike on behalf of all political prisoners in the country and to demand justice and respect for human rights.

The fasting and hunger strike was conducted to expose the numerous violations against the rights of political prisoners and to seek redress of their grievances, such as the filing of trumped-up charges, unjust imprisonment, repressive measures inside the jails against them, and violations on their health and medical conditions, among others.
