Explanation of “No” Vote on HB 4077 or the Comprehensive Agrarian Reform Program Extension

Ang Agrarian Reform Law ay isang kabiguan.  Hindi ito nakadisenyo upang bigyang laya ang mga magsasaka sa pagkakagapos sa pyudalismo at kawalan ng lupa.  Sentral sa tunay na repormang agraryo ang libreng pamamahagi ng lupa sa mga magsasaka.  Sa 20 taong pagpapatupad ng CARP, nanatiling walang lupang nabubungkal ang mga magsasaka.  Lugmok pa rin sila sa kahirapan habang nanaig ang monopolyo sa lupa.  Ibig sabihin po, walang tagumpay na nakamit sa CARP.

Kapag ayaw mo ba sa CARP, ibig sabihin ba niyan ayaw mo ng land reform?  Hindi po totoo iyan.  Bakit?  Dahil ang CARP  is not equal to land reform.  Bakit natin nasabi iyan?  Sa ilalim ng CARP, 20% lamang ng kabuuang lupang agrikultural ng bansa ang naipamahagi hindi lamang sa mga magsasaka kundi pati sa mga panginoong may lupa.  Sa Timog Katagalugan, pito sa sampung magsasaka ang nananatiling walang lupa.  Sa Batangas, 71,813 hectares ng lupang agrikultural ay kontrolado pa rin malalaking panginoong maylupa.  Sa probinsya ng Quezon, mayroong 211 landlords lamang ang nagmamay-ari ng  561,626 hectares ng lupang sakahan, after 20 years of CARP.

Rep. Satur Ocampo's Explanation of "No" vote to the CARPER

Bayan Muna and this Representation is constrained to vote no to House Bill No. 4077.

I was first to interpellate the Sponsor of this bill, and during that interpellation, we were able to deduce that the Comprehensive Agrarian Reform Law, that was passed in the 8th Congress miserably failed to live up or to even approximate what its name means—Comprehensive Agrarian Reform Program (CARP), to the extent that its original authors walked out in disgust over the massive watering down of the law that had resulted in more than 20 years of implementation, not in addressing the historical and entrenchment of the feudal system in our agriculture that persists today.

Rep. Teddy Casiño's Explanation of "No" vote to the CARP Extension Bill (House Bill No. 4077)

Twenty years ago, our distinguished colleague in the 8th Congress, the late Rep. Bonifacio Gillego, the main author and staunchest proponent of agrarian reform at that time, declared the comprehensive agrarian reform program (CARP) a corpse.

"My task," he said in explaining his negative vote on Hose Bill No. 400, which eventually became Republic Act No. 6657 or the Comprehensive Agrarian Reform Law, "is to deliver a funeral oration on CARP." His point being that the 8th Congress had watered down and mangled agrarian reform beyond recognition and removed it of its heart and soul.

Mr. Speaker, when we started the plenary debates on the budget, I remember that we spent at least five hours debating on the macroeconomic provision. And the reason for that, Mr. Speaker, is that, the budget was formulated without considering the global crisis that exploded around September of this year. And because of that, we wanted –we needed to debate the macroeconomic provisions because we needed to rework the budget to make the budget more responsive to the global crisis; to reduce the budget or if that was not possible, then, to rechannel the budget to the items that needed it, that needed increases in this budget given the impending crisis in the Philippines economy brought about by external developments...
