BAYAN MUNA: AÑO'S NPA BOUNTY OFFER AN INVITATION FOR AFP KILLING SPREE
Bayan Muna Rep. Carlos Isagani Zarate condemned the announcement of AFP Chief of Staff Eduardo Año of a P100,000 bounty for every New People's Army (NPA) member killed or captured by state forces.
"This is condemnable as it is gravely dangerous. It is tantamount to sanctioning murder for a fee and an illegal and criminal act," Rep. Zarate said. "This will definitely further spike the already alarming number of human rights violations in the country committed by elements of the AFP and the PNP -- who will just use this as another money making scheme. In the past administrations, several instances of persons charged in court or killed and were falsely presented as rebels so that the military can thereafter collect the corresponding bounty," said the progressive solon.
“This is similar to the Department of National Defense (DND) and the Department of Interior and Local Government (DILG) Joint Order No. 14-2012 during the time of Pres. Benigno Aquino III which lists alleged “235 wanted communists” with a total monetary reward of P466.88 million,” said Rep. Zarate.
“Ganito din ang nangyari sa mga nakaraang administrasyon na gumagamit ng mga Order of Battle o hitlist laban sa mga aktibista at mga kritiko ng gobyerno. Noon ay 1,206 naging biktima ng extrajudicial killings at 206 naman ang naging biktima ng sapilitang pagkawala dahil sa Oplan Bantay Laya pero hanggang sa ngayon ay patuloy pa rin ang mga pagpatay at sapilitang pagpapawala sa ilalim ng Oplan Kapayapaan,” he added
“Magiging malaking money-making racket ito at puedeng kahit sino na lang ang puedeng papatayin o dadamputin at sasabihing rebelde o terorista para lang makuha ang reward money. Magiging open season ito for murder ng mga state agents," opined Rep. Zarate.
"We have seen this before and it did not solve the problem of rebellion but only fattened the pockets of corrupt AFP and police officials and personnel. This will not address the root causes of the armed conflict and would in fact aggravate it," said the Davao-based solon.
"We are also wary where the budget for this murderous plans will come from. There is no room for this murderous acts in the DND budget, which we will surely scrutinize. If allowed, it is like giving incentive to kill more Filipinos who are just fighting for their rights. The best approach for this is to push for the resumption of the peace negotiations and the signing and proper implementation of the agreements between the two parties," ended Rep. Zarate.###
